Mr. Emmanuel Awuku Dagbanu

Director, Informal Sector

Emmanuel Awuku Dagbanu, Esq. is the Director, Informal Sector Pensions  Scheme. Mr. Dagbanu is a legal professional specializing in corporate law, pension law, financial markets laws and regulation, regulatory compliance, governance advisory, and family law. He has worked with the Authority since 2012. Prior to joining the Authority, Mr. Dagbanu worked with the Ghana Health Service as the Volta Regional Health Promotion Specialist and Ghana Education Service rising to Assistant Director II.

Mr. Dagbanu previously worked in the Corporate Affairs Unit as the Head of the Unit. His roles include training, stakeholders’ education, and consumer protection. He was redeployed to the Standards and Compliance Directorate as the Head of Education and Training and coordinator for Zonal/Regional Operations in 2019. His role in the new directorate covers professional and standardized training to trustees and other service providers on management of the various pension schemes. Mr. Dagbanu is also in charge of organizing stakeholders’ engagement between the Authority and service providers to discuss industry matters and update them on operational and compliance issues. He is also the coordinator for the Informal Sector Pension Scheme.

Mr. Dagbanu holds a Master of Law (LLM) in Financial Markets Laws and Regulation from the University of Ghana, Legon; Barrister at Law (BL) from the Ghana School of Law; Master of Philosophy (MPhil) Health Promotion and Education from the University of Bergen, Norway; Bachelor of Law (LLB) from the Central University, Ghana; Bachelor of Arts (BA) in Psychology with Sociology from the University of Ghana, Legon. He has undertaken various postgraduate training courses in pensions from different countries.

He is a member of the Ghana Bar Association (GBA), Board of Governors, Boso Senior High Technical School (BSTHS), Ghana Health Promotion Specialists Association, Global Health Council, and International Union for Health Promotion and Education.

As a director, Emmanuel brings a strong commitment to increasing informal sector coverage, dynamic engagement, ethical governance, risk oversight, and strategic counsel and direction. His legal background and sectoral experience strengthen the Management’s capability in navigating regulatory complexity and ensuring fiduciary responsibility.
