Gloria Bortele Noi is a seasoned civil servant with over thirty (30) years of experience in public administration and policy development. She joined the mainstream Civil Service in 2000 and has served as Assistant Director of Administration in key Ministries, including Roads and Highways; Employment and Social Welfare; Chieftaincy and Religious Affairs; and Gender, Children and Social Protection.

She is currently the Director in charge of Policy Planning, Budgeting, Monitoring and Evaluation at the Ministry of Labour, Jobs and Employment. In this role, she has led major policy initiatives, including the review of the Ghana Labour Act, 2003 (Act 651), the National Employment Policy, and the Ghana National Migration Policy, as well as the development of Labour Migration Agreements between Ghana and selected destination countries.

Gloria holds a master’s degree from the University of Ghana Business School and is a member of the Chartered Institute of Human Resource Management (CIHRM). She has served on several public sector Boards and committees, including those in the health, education, pensions, and fire service sectors.
